Volume 1, Program Plan, outlines a plan for solid earth science research for the next decade. Volume 2, Panel Reports, was compiled from papers prepared by the science and program-related panels of a warkshop held at Coolfont, WV., in July 1989. Volume 3, Measurement Techniques and Technology, was prepared to support the science panels. The science panels addressed the following fields : plate motion and deformation, lithospheric structure and evolution, volcanology, land surface : processes of change, earth structure and dynamics, earth rotation and reference frames, and geopotential fields. Two large solutions, GLB656 and GLB657, were used to establish a VLBI reference frame with an origin coincident with the ITRF89. Another large solution, GLB658, was used to obtain Earth rotation parameters, nutation offsets, and global source positions. Site velocities were obtained from another large solution, GLB659. A fifth large solution, GLB660, was used to obtain baseline evolution. Site positions are tabulated on a yearly basis from 1979 through 1992. Site velocities are presented in both Cartesian and topocentric coordinates. The results include 76 sources, 80 sites, and 422 baselines. The former technique determiination of the spacecraft's ephemeris at any epoch to within 3 to 10cm, permits the measurement of the tensor of second order derivatives of the gravity field to within 0.01 to 0.0001 Eötvös units depending on the type of gradiometer. The first part of this report describes a variety of error sources in gradiometry where emphasis is placed on the rotational problem pursuing as well a static as a dynamic approach. In the second part, an analytical technique is described and applied for an error analysis of gravity field parameters from gradiometer and GPS observation types. Results are discussed for various configurations proposed on Topex/Poseidon, Gravity Probe-B and Aristoteles, indicating that "GPS only” solutions may be computed up to degree and order 35,55 and 85 respectively, whereas a combined GPS/gradiometer experiment on Aristoteles may result in an acceptable solution up to degree and order 240. In response to the TOPEX-POSEIDON mission requirements, the GSFC Space Geodesy Branch and its associates are producing improved models of the Earth's gravitational field. With the launch of Ajisai, we now have precise laser data which can be used to test many current gravity models. The testing of the various gravity field models show improvements of more than 70 percent in the orbital fits when using GEM-Tl and GEM-T2 relative to results obtained with the earlier GEM-10B model. The GEM-T2 orbital fits are at the 13-cm level (RMS). The results of the tests with the various versions of the GEM-Tl model indicate that the addition of satellite altimetry and surface gravity anomalies as additional data types should improve future gravity field models.
